Jammu, June 7: J&K government on Monday reconstituted the 6-member Establishment-cum-Selection Committee to be headed by the Chief Secretary.
Sanction for reconstitution has been accorded in partial modification of earlier government order number 21-JK(GAD) of 2019, dated 11.11.2019.
As per the order, the reconstituted committee shall comprise Arun Kumar Mehta, IAS, Chief Secretary, Atal Dulloo, IAS, Financial Commissioner Health and Medical Education Department, Shaleen Kabra, IAS, Principal Secretary to the government home department, Nitishwar Kumar, IAS, Principal Secretary to the Lieutenant Governor, Achal Sethi Administrative Secretary Department of Law, Justice and Parliamentary Affairs as members and Manoj Kumar Dwivedi, IAS, Commissioner/ Secretary to government General Administration Department.
“The Administrative Secretary of the department to which the case pertains shall be co-opted as a special invitee. The terms of reference of the Establishment-cum-Selection Committee and the procedure to be adopted by it, while making the selection for the posts within its purview, shall remain the same as contained in Government Order No 1488-GAD of 2011 dated December 26, 2011,” read the GAD order number 497.
The terms of reference of the Establishment-cum-Selection Committee shall include all policy matters relating to Establishment/personnel management, matters relating to induction of officers into KAS and promotion to various scales of KAS, selection of the Heads of the Departments not manned by IAS/KAS officers, and if required in exceptional circumstances, proposals relating to adhoc/temporary/stop-gap arrangements and any other matter which the Chief Secretary may like the Establishment-cum-Selection Committee to deliberate upon.
